Admiral Dougherty was a Rear Admiral managing Starfleet Alpha Quadrant logistics, one of four in command of the division. In 2371, he expanded his fleet with eight new Excelsior class commissions for eight new captains, including Yeldrin Ral.

After the Crisis on Cressida mission, he alerted Captain Ral that Urotoxa had been released from custody as she was not a Federation citizen and thus had not committed any crimes despite violating the Prime Directive, warning him that potential future run-ins with either her or Administrator Damaad may be dangerous.
